1. Click the Start Button and type msconfig in search field.
2. Click on System Configuration or msconfig.
3. After last step, System Configuration dialog box will open. Select the check box Hide all Microsoft services and then, click Disable all.
4. In the System Configuration dialog box, click the Startup tab.
5. Click Open Task Manager and go on the Startup tab there.
6. Select startup items and click on Disable button.
7. Close Task Manager.
8. On the System Configuration dialog box click OK on its Startup tab.
9. Restart your computer.

Solution # 3:

If there is any corrupted license file, it may also be responsible for activation problems. In this case, uninstalling or reinstalling the Office product may not fix the issue because when you remove the Office product, the license file is there. And when you reinstall the product again, the license file is not overwritten. So you need to delete the license file if the file is corrupted. Here are the methods that you can use:

Note: As Office 2010 does not use the OPA license file, so this method does not apply to it.

Delete the license file manually by following below steps:

1. Log on to your computer as the Administrator.
2. Run Microsoft Windows Explorer.
3. Head to Organize menu > Click Folder and search options.
4. Click on View tab.
5. Access Hidden files and folders by clicking Show hidden files, folders, and drives.
6. Click check box to clear it for Hiding extensions for known file types.
7. Click to clear the check box Hide protected operating system file (Recommended) and then click OK.
8. On the Warning dialog box, click Yes.
9. Open C:\Users\All Users\Microsoft\Office\Data\
10. If you are using Office 2007, right-click Opa12.dat.
11. Click > Properties.
12. Click > Security tab > Advanced > Permission tab.
13. In the Permission entries list, select Everyone and then click Edit.
14. Select the Full Control check box.
15. Click on OK (four times).

If the problem still persists, delete the Opa12.dat (C:\Users\All Users\Microsoft\Office\Data) and restart MS Office 2007.
