MHADA Enters New Era with Commercial Redevelopment Plans: CEO Sanjeev Jaiswal Outlines Vision

In a bold move to unlock the hidden value of government-owned land and modernize public infrastructure, the Maharashtra Housing and Area Development Authority (MHADA) has announced a major commercial redevelopment plan. The project will focus on turning underutilized government land into valuable commercial spaces, bringing new opportunities for growth and revenue.

At the center of this strategy is the redevelopment of MHADA’s Bandra East headquarters, located near the busy Bandra-Kurla Complex (BKC). This prime location will soon see a major transformation into a modern commercial tower, through a Public-Private Partnership (PPP) model. The announcement was made by IAS Sanjeev Jaiswal, Vice President and CEO of MHADA, who is leading the redevelopment efforts with a clear vision for Mumbai’s future.


A Smart Use of Public Land

The current MHADA office in Bandra East is spread over nearly 4 acres of land. Sitting close to BKC, Bandra Railway Station, and the Metro Line 3 (under construction), it is considered one of the most valuable land parcels in Mumbai. However, the current structure is outdated and does not match the area’s fast-developing surroundings.

By changing the land use from “government office” to “commercial,” MHADA aims to invite private developers to take part in the project. This will help generate much-needed funds and create modern office space that matches Mumbai’s growing business needs.


Two Redevelopment Options

MHADA is currently studying two main models for the project:

  • Self-Redevelopment: MHADA itself will construct a new building and sell the extra commercial space to generate revenue.
  • PPP Model: A private developer will build the new structure. In return, they will be allowed to use and sell the remaining commercial area after giving MHADA the space it needs for its office operations.

CEO IAS Sanjeev Jaiswal explained that final decisions will be taken after zoning changes are approved and after careful financial planning. “We are making sure this move benefits both MHADA and the citizens. It will increase efficiency, save maintenance costs, and bring fresh energy to public service delivery,” said Jaiswal.

Sanjeev Jaiswal stressed that the new design will include public counters, waiting areas, and customer-friendly systems. “Even though we are going commercial, our first responsibility is to the people. We will keep that in mind at every step,” he said.


Long-Awaited Plan Moves Forward

The idea to develop this land commercially was first proposed several years ago but was stuck due to policy delays. Under the leadership of Sanjeev Jaiswal, the plan has finally gathered pace. Zoning change proposals have been submitted, and tenders for developers will be floated once approvals come through.


A Model for Other Cities

This project is being closely watched as a possible model for other government agencies. By using the PPP model and smart zoning, MHADA is showing how outdated public properties can be turned into assets that benefit both the government and the community.


What’s Next?

Once the land use change is approved, MHADA will begin the bidding process for private developers. Construction is expected to begin within the next financial year, making this one of the most important public infrastructure changes in Mumbai.
