Manitoba’s Business Investor Stream (BIS)

Earlier this program was under the Manitoba Provincial Nominee Program for business (MPNP-B). In 2017, Manitoba Business Investor Stream was introduced as an independent stream. Although declared an independent stream, MBIS still works in tandem with the MPNP program. The MBIS program has been designed to recruit the right qualifying investors interested to invest in Manitoba and thus nominate them, qualifying them for Canada Permanent Residency.

Manitoba’s BIS has 2 pathways under it, namely the Entrepreneur Pathway and the Farm Investor Pathway. It is required that the interested applicants will have to submit their Expression of Interest (EOI) for both the programs, through which they will have to express their interest to invest and relocate to Manitoba.

The Entrepreneur Pathway is basically for all those investors who are looking to invest in any running business in Manitoba. If investing in and around the capital of Manitoba, then the investor will have to invest a minimum of CAD $250,000; else if the investment is in rural Manitoba, then the investor will have to invest a minimum of CAD $150,000. The investor must have a net worth of CAD$500,000. The assets of the applicant’s spouse or immediate family who are co-applying can also be added to prove the net-worth. The applicant will have to provide a business plan proving the potential of the business and provision of jobs to the locals.

There are certain factors which will give a score to the applicant. These factors include age, education, business experience, Language Expertise, Investment value, Personal Net-worth and adaptability factors. The business Plan which indicates the right economic priorities can contribute to the score. On the event where the investor makes a business research visit to Manitoba, an extra 20 points would be added to the original score.

Process/Steps involved –

i.                     Assessment

ii.                   Research the business concept in Manitoba

iii.                  Submission of Expression of Interest which includes Business Concept Form and Self-Assessment form.

iv.                 Application submission

v.                   Assessment of Application including signing of the Business Performance Agreement

vi.                 Operate the business in Manitoba on temporary visa and comply with the BPA

vii.                Obtain Nomination certificate from Manitoba

Manitoba Farm Investor Pathway (FIP) is for all those experience farmers looking to invest in the farmland of Manitoba. For this pathway again, the applicant will have to prove his/her personal net-worth to be CAD$500,000 and more. The applicant should have a minimum of 3 years of farming, farm management and owning a farm experience immediately preceding the date of submission of application. The minimum investment required under this program is CAD $150,000.

The process/steps involved-

i.                     Exploring farm business in Manitoba

ii.                   Submission of farm business concept

iii.                  Submission of Application for FIP

iv.                 Assessment of application which includes the agreement signature and submission of a refundable CAD $75,000 deposit.

v.                   Issuance of Nomination certificate

vi.                 Application and receipt of Canada PR.

vii.                Complete setting up of Farm business in Manitoba.
