Female Preferential Transfer Policy in Public Sector Banks

Banking sector jobs and transfers go hand in hand and it has been a topic of interest since ages. Aspirants who want to take banking as their career should have up-to-date information on transfer policies being implemented in public sector banks and this is especially imperative if you are a woman. 

When it comes to woman, who want to join the banking sector, the transfer policy appeared to influence them all the more harmfully because of the current security issues in the country and also there are many hardships that they face while staying away from their family. Looking at all these constraints, the Department of Financial Services that work under the guidelines of the Finance Ministry has prompted all the public-sector banks to implement ‘Preferential Transfer Policy’ for their female employees. Even though many female bank employees are not aware of this amendment in their regular transfer policy, it has certainly let many women working with different PSU banks of the country (approximately 2.5 lakh) to take a deep breath and put smiles on their faces with new hopes and aspirations to follow and work hard for their banking career.

Why do banks need such special treatment or a Preferential transfer policy only for their female employees?

By and large, job opportunities with public sector banks are declared based on the prerequisite of staff in various areas. At the end of the day, aspirants who appear and finally pass the bank recruitment exams are stationed based on the need of the bank in any area across India. We all know that banking profession involves transfers and the same is declared by the Public-Sector Banks at the time of joining. In spite of this, the chosen candidates every so often accepts the preliminary postings irrespective of their location – this also includes rural, sub-urban or unheard remote areas, in order to secure their career in their preferred PSU bank. However, immediately after completing their probation time numerous female applicants put in a transfer request to their native places, referring to the reason of living with their families. Staying alone and far from their family in far-flung areas of the country brings many hardships and security issues for the female bank employees. These issues are quite serious and if any bank does not adhere to their transfer requests, the female employees are forced to give up on their dream job. Taking bank’s view into consideration, without a dedicated female transfer policy it is almost impossible for the bank to give preference to their female employees and give away appointment or transfer to their hometowns.

Such conditions have constrained both the Finance ministry and PSU banks to craft an explicit transfer policy to accommodate the specific transfer requirements of their female employees.

What is these new Preferential Transfer Policy for Female employees of PSU Banks?

As indicated by the most recent circular from the Department of Financial Services, all PSU banks have been encouraged to outline a transfer policy dedicated to their female employees. The purpose of this women-specific transfer policy is to facilitate speedy transfers of women to their native places, so they can stay with their families while still continuing their career in banking sector.

a) For unmarried female employees – All the public-sector banks must take all the needed provisions to either place or transfer their unmarried female employees to either same or to the nearest possible place to where her family resides.

b) For married female employees - All the public-sector banks must take all the needed provisions to either place or transfer their unmarried female employees to either same or to the nearest possible place to where her husband resides.

The Finance Ministry has asked all the Public-Sector Banks to structure their internal female transfer policy taking the above points into consideration. The policy is likewise said to incorporate pending transfer requests from bank’s female employees.

What are the various issues banks are facing or might face in implementing the Preferential Transfer Policy for Female employees?

Though PSU banks have greatly appreciated the Finance Ministry’s move on giving transfer preference to their female employees, the bank has also pointed out that executing this would bring some fleeting logistical problems in the working of the banks. Numerous officials working at some senior posts have raised a concern that implementing the preferential female transfer policy is subject to almost 2.5 lakh women and it would not be workable for the public-sector banks to concede preferential transfers to all of them.
