CSR NGOs & Development Impact Bond - A Solid Connect

Development Impact bonds are a type of innovative results-based financing in which three primary stakeholders are involved: a primary investor, a service provider, and an outcome funder. The primary investor is one who is willing to fund a service provider typically CSR NGOs to carry out a social impact project in exchange for a return on investment when it is completed. An independent evaluator measures the project's success against pre-agreed-upon outcome metrics.

When these targets are met, the outcome funder returns the capital to the original investor with a premium. This arrangement ties the investment to outcomes rather than just activities, increasing the value for money of a given intervention and clearly defining the cost of the measurable outcomes rather than the inputs. The investor invests on the risk of the outcome being attainable, failing which the investor will lose a portion or all of his or her investment.

A premium is paid by the outcome funder for funding an intervention that has already achieved its goals. The service provider receives resources to deliver outcome-based programmes. The government funds the outcomes in a social impact bond (SIB), whereas a third-party organization, such as a foundation or donor, funds the outcomes in a development impact bond (DIB).

Social Impact Bonds

Social Impact Bonds are one innovative financing strategy that many organisations will consider. This much-discussed tool is a type of financing that promotes results-driven investments and improves government investment accountability. This development is linked to two very powerful forces that have shaped the health sector: first, increasing pressure on public systems to perform better and deliver more effective results, and second, a massive increase in philanthropic resources for development activities.

Budgets for public health are severely constrained, and they are not always transparent or accountable. To meet budgetary constraints, innovative financing and service delivery methods are required.
