After all, the entire point is to get paid.

Are debt collection lawyers the last resort?

Debt collection lawyers are indeed the ultimate possible course of action. There are certainly other things you can have a go at before you reach out to a professional. You can take the matter to a court of justice and file a judgment lien on your debtor’s property. But even if none of that gets you paid, lawyers should be your last call.
