This does not apply to Juki industrial sewing machine but also to any industrial sewing machine out there. The best day of achieving this is by wiping out the bobbin area as well as removing all the debris that collects over a certain period of time. For example, if you use your machine on a regular basis, there would be nothing wrong with wiping it after a few days.

Your machine should be serviced depending on how you use it. if It is not used regularly, you can service it even once a year. However, always have an expert servicing your machine as many times as possible. 

Although this might not apply in technical institutions. For durability of your machine, don’t let a layman handle it for whatever reason. In case you are training them, let someone who is well versed with the machine stick around.
