The bill clarifying the jurisdiction of LG and the elected government in Delhi was passed by the Rajya Sabha despite heavy opposition from the opposing parties. At least 9 parties in the Rajya Sabha and 9 in the Lok Sabha opposed it. It was discussed in the Rajya Sabha on Wednesday 24 March. There was so much uproar that the proceedings had to be postponed 2 times. Opposition members shouted slogans of 'Stop dictatorship'. Ultimately, the opposition parties boycotted the proceedings. After this, the bill was declared a pass.
AAP said, black law
The National Capital Territory Governance (Amendment) Bill i.e. the GNCTD bill was approved by the Lok Sabha on Monday itself. Now this law will be made with the signature of the President. The opposition has been alleging that the Central Government wants to run the government through the backdoor in Delhi through this bill. The Aam Aadmi Party is calling it the abolition of the rights of the elected government. The party has called it a black law.
During the debate on the bill in Rajya Sabha, Aam Aadmi Party MP Sanjay Singh termed the bill as a 'rip off of the constitution'. They said-

Draupadi was ripped off in a full meeting at some point, today the 'rip off of the constitution' is happening in this assembly. After all, what is the crime of Delhi government, which is being taken in this way? The BJP had promised to make Delhi a full state before every election since 1998, but is now bringing such a bill. This bill is against the Constitution and democracy. It should be withdrawn.


Opposition showed unity
During the debate in Rajya Sabha, opposition parties appeared together. Leader of the Congress party, Mallikarjun Kharge, said that through this bill, the central government wants to take away the rights of the elected representatives and give it to the LG. Modi wants LG to form the government. Kharge asked that if this is the case then what is the need of the elected representatives?

Derek O. from TMC Brian accused the central government of tearing the Constitution apart. He said that this bill is so important that he has taken time to campaign for the Bengal Assembly elections and has come to the House to oppose it. Brian also appealed to parties like AIADMK, TRS, Biju Janata Dal to come out against it. He even said that BJP members themselves should also come against this bill because it is not a fight for any party, but a fight to save the constitution.

RJD's Manoj Jha said that the parties are thinking that it is a matter of Delhi, they are not connected to it. They are wrong Their number will also come tomorrow. Samajwadi Party's VP Nishad, Akali Dal's Naresh Gujarat and Rajya Sabha's Priyanka Chaturvedi also described the bill as undermining the powers of the elected government of Delhi.

What is this in the GNCTD bill?
LG has been given more powers through this bill. According to the amendment bill, a change in section 21 of the 1991 GNCTD Act is to be added that in any law made in the Legislative Assembly, 'Government' shall mean 'Lieutenant Governor'. After the Supreme Court's decision in 2018, only files on policy matters are being sent to LG. But under the new change, it has been made necessary to send the file of every decision to LG.

In the bill, it has been said to abolish the rights of the Assembly to form a committee on everyday things. Till now many committees of the government such as the committees made on pollution or Delhi riots etc. could have examined the administrative decisions. It has been completely abolished in the bill. Now the committees of Delhi Legislative Assembly will not be able to examine the daily functioning and administrative decisions of the administration in Delhi. If the bill is approved, this provision will also apply to the already running committees.
