While Google has never confirmed the existence of such a system, many SEOs believe that it exists. They claim

If you do black hat after some time your site will be ranked but after that when google checks all the content it contains a spam link that is generated by you. Then Google put your site into the sandbox.

Usually sites that use black hat tactics get sandboxed. Many times a company will use a domain that has been blacklisted or sandboxed in the past and will have a tough time getting it out through no fault of their own.
