It depends on the length of article.but if you use more than two links then it is frustrated the reader it leads to not clicking on any link

You can add as much as link in your article but make sure all the links are from different website, because if you use 2-3 links for the same website then Google will take a reference of only first link of the article.
Ex-- If you use an link at the first paragraph and again you use same link or other link of with same domain then Google will accept take as a reference of the first link only...

I personally like to base the number of outbound links from my articles on the size of the article.
If the article is less than 500 words I like to limit links to 1 out of site link and one to other articles on the site.
Above 500 words: 2 outbound links, 2 - 3 internal links.
If you stuff your article with too many outbound links it may be viewed by search engines as link farm which they can penalize.
