According to my experience, local seo dont play major role. i am not saying that it is not an important factor. but first ofall onpage seo should be 100%. Our site will be ranked automatically if we did onpage seo.
but after apply all the onpage techneques, now we have to open our competetors sites, and here is the role of offpage seo,
but we dont need to make 100s of backlinks from low pa da sites like our competetors, its a waste of time. According to my stretege i make a backlink on high DA and PA site by the help of article submition and guest posting,
than social sharing and book marking also bost the ranking.
