Yes it is true. But still there are some sites which crawl your blog automatically. I tried it on 3-4 websites and it worked. Go and post your content to check whether it crawl your content or not. See ya :)

I thing you mean to say "Submit URL to Google", Not index tool...!!! Yes, Google shutdown it's service due to spamming. Meanwhile you can use sitemap or webmaster tool for indexing purpose.
