I am not sure about blog comments but to search high pr links the free way is by "screening" a website you want on alexa and see where their back links comes from.

Yes i am aware of google penalties. So stick to doing something legal. I am exchanging links with sites that is of the same subject as mine. So if i am doing link building for a property site, i will build links on property related forums, discussion boards or sites. I dont go spamming on other's comment boxes. I search for sites with values in it and with substantial content and of course with higher alexa ranking than mine. Also when doing keywords try to hyperlink the keywords to my own site

you can find out which sites are linking to yours by going to alexa.com. but alexa does not give u the latest infos if you are a free member. I see Grindercards.com has 6 backlinks. i am sure there are better software or sites that you can use to see your backlinks.
