It means that the students get the visa of one year only.

Applying for visa is not a onetime affair because a student also needs to keep applying for it every year or after every 6 months when your visa gets expired as no student generally pays the fees of the entire curriculum of 3 or 4 years. You need to understand that you have to file the application for Visa at least two months ago so that the government of New Zealand does not ask you to leave the country till you get the visa.
