Impact of Canada Immigration Levels Plan on PR Policy
Indians made up the largest
subgroup of the 405,999 people who received Canada permanent resident status in
2021, followed by Chinese and Filipino immigrants with 127,933 each.
The 2023-2025 Immigration
Levels Plan, which the Canadian government released on November 1st,
will increase the number of Canadian permanent residents that the nation will
be accepted in the ensuing years.
The most immigrants Canada
has ever received in a single year were almost 405,000 last year. According to
the official news release, the government is maintaining this vision by aiming
for 465,000 permanent residents in Canada in the year 2023, 485,000 in 2024,
and 500,000 in 2025 with the new levels plan.
“A
million jobs were available in the Canadian economy when immigration already
accounted for nearly all labour force growth," said Sean Fraser, minister of immigration. If we don't welcome
immigration, we won't be able to reach our full economic potential. The
requirement for temporary and permanent workers was underlined in the 2021
Immigration Report that he previously delivered to the Parliament.

Focus
is placed on a number of initiatives, including the new strategy to
"welcome newcomers with the requisite skills and certifications in sectors
facing acute labour shortages, including health care, manufacturing, building
trades, and STEM (Science,
Technology, Engineering, and Math)."
Additionally,
there will be an emphasis on allowing family members of individuals who have
already been admitted, with roughly 106,500 spaces set aside for spouses, kids,
parents, and grandparents. With an emphasis on individuals escaping the
conflict in Afghanistan and Ukraine, about 76,305 people will be accepted under
the category of "Refugees and protected persons," albeit the number
will gradually decline over the next years.
What advantages are there for Canadian
permanent residents?
If
you have a problematic application or the visa office needs additional evidence
of your relationship, the application will be delayed and take longer to
process. A person must have spent at
least 730 days in Canada during the previous five years in order to maintain
their Canada permanent residence
status.
There
is no requirement that the 730 days be consecutive, and in some circumstances,
time spent overseas may count toward the requirement.

Citizens
of other nations continue to be permanent residents. They do, however, enjoy a
broader range of rights. They are eligible for the majority of social benefits
provided to Canadian citizens, including health insurance. They are free to
apply for Canadian citizenship and live, work, or study anywhere in the
country. Permanent residents are not permitted to vote, run for office, or work
in some positions requiring a high-level security clearance.
How does this compare to
Canadian trends in general?
97.5% of international graduates who applied for permanent
residency in Canada between January and October 2021 were successful and
received authorization to remain and work in the country, according to data
gathered by Immigration, Refugees and
Citizenship Canada (IRCC). This rate was 91.5% for all other candidates for
Canada permanent residence.
Due to Canada's unique demographics, the plan focuses on efforts
to increase intake. According to government figures, Canada's ageing population
and low fertility rate, as is the case in the majority of affluent nations,
could result in a serious labour shortage in the following decades.
The ratio of workers to retirees in Canada is projected to
fall from 7 to 1 (50 years ago) to 2 to 1 by 2035, and the government has
increased its targets to prevent this.
