Do google consider guest post as spam?

I have read on a post, that google consider the guest post as spam, because you got the backlink which is not natural in behaviour. Sometimes they are off topic too.

Like a ayurvedic medicine website is linking to a software downloading website and also linking to a food blogging website.

It is also suggested to use rel="nofollow" or rel="sponsored". People ask if google consider this as spam ,then there is no use of guest post in seo.

I think if we give the link a nofollow or sponsored, then they are spam free and considered as spam free in aspect of google.
