If the candidate fails to clear the exam in first attempt then you have to wait at least 7 days to retake the second attempt. You can appear number of times to take the exam and pass it.

The course can only be thought by certified scrum trainers. The training material is approved by scrum alliance. However the two study material may be different with consistency issues.
