Can I apply for a passport without Aadhaar card

Many applicants believe that Aadhaar card is mandatory for a passport in India. While Aadhaar is one of the most commonly used identity proofs, it is not compulsory to have an Aadhaar card in order to apply for a passport. The Passport Seva Kendra (PSK) accepts multiple other documents for identity proof, address proof, and date of birth proof.


Is Aadhaar Card Mandatory for Passport?

No. According to the Ministry of External Affairs (MEA), Aadhaar card is a valid proof but not mandatory. Applicants without Aadhaar can still apply using alternative documents. Aadhaar, however, is preferred because it serves both as identity and address proof, making the process simpler.


Alternative Documents Accepted Instead of Aadhaar Card

If you don’t have an Aadhaar card, you can submit any of the following documents (as per requirement):

For Proof of Identity (POI):

  • Voter ID (EPIC)

  • PAN Card

  • Driving License

  • Government-issued Service ID

  • Passbook/Kisan Passbook with photograph

For Proof of Address (POA):

  • Voter ID with address

  • Electricity Bill / Water Bill / Telephone Bill (last 12 months)

  • Rent Agreement registered with the Government

  • Gas Connection Bill

  • Bank Statement / Passbook (last 12 months)

  • Spouse’s or Parent’s Passport copy (for minors/dependents)

For Proof of Date of Birth (DOB):

  • Birth Certificate

  • School Leaving Certificate / Matriculation Certificate

  • PAN Card

  • Driving License

  • Life Insurance Policy Bond mentioning DOB


When Is Aadhaar Card Useful for Passport?

  • Speeds up application, as it is accepted for both POI and POA.

  • Reduces the need for submitting multiple documents.

  • Helps in police verification due to direct linking with government records.


How to Apply for Passport Without Aadhaar Card

  1. Register on Passport Seva Portal and complete the application form.

  2. Select appropriate documents for identity, address, and DOB proof.

  3. Book an appointment at your nearest PSK / POPSK.

  4. Carry original documents along with self-attested photocopies.

  5. Complete biometrics, document verification, and police verification.

  • You must carry at least one valid proof each for identity, address, and date of birth.

  • Details across documents should match; discrepancies may require an affidavit.

  • For Tatkal applications, Aadhaar is preferred but not compulsory—other valid documents are accepted with additional verification.
