There were times disabled persons were the burden of their family and theirs alone. They suffered discrimination and dejection in the society with no one to speak for them. Those days are long gone now. Taking care of disabled persons has now become the duty of not just the family members but the community at large.

Today, people living with disabilities have become an integral part of the society where they are accorded their deserved respect and care. They now have the right support to pursue their dreams and follow their goals. These developments of course took a series of changes before becoming fully functional. They were made possible by certain policies implemented over time.  


In Australia, the National Disability Insurance Scheme (NDIS), has been an instrument for making these changes come to life. The scheme has revolutionized disability care and given it a more embracing and personalized approach; one that the people of Hobart and the larger population of disabled persons in Australia have benefited immensely from.

Overview of Disability Support in Hobart before NDIS 

According to the Australian Bureau of Statistics, there were about 50,482 people living in Hobart in 2011. That was 2 years before the launch of NDIS. Without a significant increase in the population, we assume it's the same in 2013. About 25% of the population were estimated to be living with a disability then. This translates to 12,620 disabled persons at the time. 


As huge as this population, people living with disabilities then had limited access to care and support. There was little or no established authority to overlook their welfare. Disability care services were delivered through state government programs and non-profit organizations. They included:


  • Supported accommodation services

  • Day programs and community access groups

  • Respite care

  • Transport assistance

  • Employment support for people with disabilities

  • Therapy and rehabilitation programs through public health systems

  • Equipment and assistive technology, although often with strict eligibility and long waiting periods

These services were functional but often inaccessible to many, due to systemic barriers or insufficient funding. These factors resulted in many challenges in disability care. These challenges included:

Fragmented Services 

The state handled disability support programs then. These programs were oftentimes disconnected and random. This resulted in lack of coordination in service delivery. Providers were slow in providing support and services were inadequate when provided.

Inconsistent Funding

Funding came from the state and was tied to specific programs rather than individuals. This means support was often based on what services were available and not what the individual needed. This is as opposed to the current NDIS personalized care that is specifically designed to cater for individual needs.

Limited access and long waiting lists

It was hard to access disability support services then as there were many criteria to meet with little or no guidance as to how to meet them. It was even more difficult for the people in rural communities who found it difficult to access the right information. They relied on family support which was often not enough.

Over-reliance on informal care

Many people with disabilities depended heavily on family members or community groups, creating pressure on unpaid carers and limiting independence. This is opposed to the NDIS support services that guarantee participants’ independence.

The Current Look of Disability Support in Hobart 

In 2013, Tasmania and consequently, Hobart was one of the first states to begin the rollout of the National Disability Insurance Scheme (NDIS) through an early launch for young people. The full implementation followed in 2016. After that, the nature of disability support in Hobart never remained the same.

As of March 31st 2025, there are 15,332 NDIS participants in Tasmania. There is no known number of participants in Hobart but it is estimated to be about 6,746 judging by the city having 44% of the Tasmanian population. This data shows an increasing number of participants over the years.

The following NDIS support programs are currently accessible to the Hobart population:

Personal Care and Daily Living Assistance

NDIS daily living and personal care support services are meant to enable individuals to live with dignity and independence while still getting the care they require. Mental Health Support

Mental health support is also integrated to help participants struggling with cognitive impairments to cope. This is a holistic approach that is targeted at taking care of disabled persons who also at the same time suffer some mental issues. Or for persons whose disability is mentally inclined. Psychologists and Therapists are made available to participants for easy access and a more personalized care.

Ways to Promote Better Disability Support in Hobart 

  • Support Local Providers 

The benefits of NDIS are made accessible to participants through the registered providers. Giving support to these providers through community support and collaboration will help them improve and strengthen their services. With better providers, participants are off to an excellent new life.

  • Promote Awareness and Campaigns.

It is not uncommon to discover residents of Hobart who do not know about the NDIS. These people need to be brought up to speed on the benefits of the scheme and how they can become participants. This can be achieved through social awareness and campaigns channelled towards enlightening more people about the scheme.

Disabled persons should be given better opportunities to utilize public spaces like hospitals, schools, parks, churches, etc. There is a need for more signs, tactile indicators and accessible public toilets. 

  • Enhance disability-friendly transport options

Transport should also be made more accessible. Disabled persons should be able to use public transport just like everyone else to get to their appointments, school or home. Trains, buses and taxi services should be made accessible to disabled persons.

  • Foster inclusive education environments

Schools in Hobart should admit and ensure disabled children get quality education like their peers. This means providing learning materials, adaptive technology and special support staff. Educated disabled persons have a better chance of utilizing NDIS services, hence providing them quality education is one way of promoting the campaign.

  • Strengthen mental health support for disabled individuals

There is an ongoing advocacy for integrative care support for disabled persons. The integration is to have mental health professionals work with disability support workers to achieve a more holistic outcome.

  • Celebrate disability culture and contributions 

Disabled persons also have days they're celebrated. These events would create more awareness of the numerous contributions of disabled persons in the community. It is also a way to show the struggles of the disabled population and encourage more support for their well-being. 

The Future Of Disability Support In Hobart

Disability support in Hobart has come a long way. From the time before the introduction of NDIS to this day, there's been a series of changes that have shaped the type of care administered. These changes will continue into the future as more ways are sought to make disability care more accessible and adequate. 


It also goes without saying that there have been challenges along the way in trying to implement these changes. Even with the NDIA and other agencies working hard to make disability care as seamless as possible, these challenges persist.

Challenges of Disability Support in Hobart 

Let us look at the possible challenges that will confront disability support in Hobart.


  • Workforce Shortages

The lack of skilled workers is a big challenge facing disability support in Hobart. It has led to limited service delivery to the population as well as the provision of inadequate care due to a lack of professionalism. This is mostly experienced in remote areas.

  • Expensive Care

The cost of disability support has been growing over the years. Even with the NDIS budget plans, many disabled people still find it difficult to cover all their expenses. This has limited many participants from pursuing their long-term goals and settling for a simpler average life.

  •  Lack of Access in Rural Areas

Some areas in Hobart may find it difficult to access NDIS services due to a lack of awareness and access. Allied health services, transport support and assisted daily living services may be unavailable as well. Such inadequate care undermines the goal of the scheme in ensuring that all persons with a permanent disability in Australia receive adequate care and support.
