Does Paypal promote HONESTY ?

This story just happened to me.

I sold an item in Ebay, A Banknote for $30.
The winning buyer had a shipping option, registerd or regular mail.
He choosed shipping by regular mail and so i send it.

More than a week after Palpal does a limitation in my account and ask me for my photo id, supplier contact, proof that i own the item and tracking number of delivery.

After i send everything to them, they do a full refund to the buyer without doing any communication to me.
The buyer never opened a dispute to me, no dispute was open.

I called Paypal to question about this and their answer was.
Without tracking number how can you prove that you actually send the item, now even if you did, try to contact the buyer to do the same payment again.

Now i ask you readers, how many thausands of items are sold every hour by registerd mail.
Can you imagine if all buyers open a dispute saying they never received the item?
This is exactly what i said to Paypal by phone, and i had no answer from them.

I asked the buyer to do the same payment once more and that never happen.
I lost my item, i lost $30 and i had to pay fees for that.
I also lost time and phone calls to Paypal.

What do you think of this ?
