4bux.info you decide scam or not?

I do not think I could down right call this program a scam. Here is my experience with the program.
I began heavily promoting 4bux.info in the beginning and wound up with 4 referrals. I clicked faithfully everyday to get the $10 minimum payout, when I went to Cash out at $10. they changed the tos to a $20 minimum.So I went back to clicking everyday until my balance was at 19.XX.
Next thing I noticed was that the site was down for a script change, no big deal, right? PTC's change their scripts all the time, and come back with their database in tact.
Not 4bux.info though, The only people that had their accounts switched to the new script were upgraded members.
In Conclusion, 4bux.info deliberately lied, used its members and backed out of paying what they had promised people. Total unethical business practices and would not waste another minute of my time promoting 4bux.info
