I am beginning to see the light...Error pages and how they work....

You know I am a novice with this computer wizadry.
I coincidently came across this TODAY. The young man was at the World Internet Main Event.

Is this something helpful to others.
Looked click to me...
But I don't understand where to use it.
I see my Cpanel spot but...?
