Getting referrals

Where do you find that you have the most luck at getting referrals? I use forums, my blog/site, traffic exchanges, safelists and a few other places. I have one particular site I'm trying to really promote right now and there are 1000's of people signing up each day, but none under me! Looking for help and/or suggestions for new ways at promoting and getting some referrals. Thanks.
