I would Use Wordpress to build your site with and get Listed and make a Google Business Page also. Google gives preferance to localized searching.

Localized SEO works a LOT difference than standard SEO. You don't need to worry about content creation. Its very unlikely to help you in any way.

First look to google maps and get your offline business listed on the map. Next go to google places and make sure you have your business listed there.

Follow that up by adding your business telephone number to your website meta data, make sure the number is also on every page as a header of some sort (best usage is h1 or h2), create a page on your site specifically for service locations and list the cities, towns, and zip codes of local locations.

These should be some good starting points for you.
