What is Bhoomi System, and how is it Beneficial?

The Karnataka State Government had launched the flagship project – Bhoomi, back in 2000. The objective was to digitise existing and prospective land records in the state. The project ultimately aims to prevent manipulation of data and resulting corruption, keeping land records transparent. 

Bhoomi Karnataka thus received joint funding both from the Karnataka State Government and that from the Government of India. The project covers 6,000 gram panchayats and 175 taluks in total. Farmers or citizens can access various land-related documents such as mutation report, Record of Rights, Tenancy, and Crop (RTC) information, etc. through this portal accessible online. 

Features of the Bhoomi system 

There are a wide range of facilities which can be accessed through Bhoomi online, such as -

  1. i-Record for Rights, Tenancy, Crops (RTC).

  2. RTC details.

  3. Status of mutation.

  4. Registration of dispute cases.

  5. Mutation extract.

  6. Revenue maps.

  7. RTC XML verification.

  8. Kodagu Disaster Rescue.

  9. New Talukas list.

These are few among the whole list of services that are offered through the portal. Bhoomi RTC is one of the most essential services though for its frequent use.  

RTC or Record of Right, Tenancy, and Crop is a document including land details which help in cross verification of particulars on land ownership. RTC is also termed as Pahani. The information included in Karnataka RTC are -

  • Type of landowner.

  • Measurement of area.

  • Soil type.

  • Information on the crops cultivated.

  • Water utilisation for land.

  • Particulars of landowner and nature of possession.

  • Tenancy.

  • Liabilities connected to the land such as a bank loan.

The primary benefits offered through the portal are –

  • Easy records access

Farmers can easily access land records or copies and submit the same. By merely entering name of the landowner and plot owner, RTC copies can be obtained without any hassle. It can be typically beneficial when availing a secured advance like home loan against such property offered to the lender as mortgage.

The application process for these loans is further made simpler by many financial institutions by way of pre-approved offers. These offers are available on several financial products, including home loans and loans against property. You can check your pre-approved offer by submitting basic details such as your name and phone number. 

  • Mutation process 

In case of sale or inheritance of land, farmers can file requests for mutation of land record adjustment. A mutation is particularly important if a farmer or citizen is considering availing a home construction loan.

  • Data on crops 

i-RTC provides data on crop which can be submitted for crop insurance or submitting a claim. 

  • Checking/obtaining documents 

Checking the status of an application for mutation requests is easier through Bhoomi Karnataka. Moreover, documents related to a land dispute can also be procured through this portal if those need to be submitted before the court. Any discrepancy in the marketable title of land may affect your home loan eligibility, or for that matter eligibility of any secured advance such property is being mortgaged for. 

  • Better governance 

The digitisation of land records has not only led to greater transparency but also engage in e-governance. Consider this, if your mutation request is not authorised by revenue officers within 50 days, the issue may be escalated to another inspector at Taluk level for the execution. Further, if you are thinking about availing mortgage advances like a home loan, all documents related to lands record should be in place.

Step 1: Visit the official website of Bhoomi Karnataka.

Step 2: Click on the option of 'Create Account', and you will be redirected to a signup page.

Step 3: Fill in the mentioned details and enter captcha code text.

Step 4: Click on ‘Submit’ for final registration. 

The overall impact of the Bhoomi Karnataka is to facilitate the conversion process of land. This online process initiated by the state government aids in conversion of agricultural land to non-agricultural land for commercial usage with payment of a nominal fee.
