The Principles of Community Based Rehabilitation The NGO Members Follow

As stated by the community-based rehabilitation guidelines, the NGO members treat them as per the rules so they feel included and start realizing their dreams.




Ensuring the people with disabilities can maximize their mental and physical abilities, access regular services and opportunities and establish themselves as active contributors to the community and society at large are the chief objectives of Community Based Rehabilitation (CBR). In this discussion, we shall talk about the principles of CBR, which the NGO members follow for community-based rehabilitation services in India.


The Principles of Community Based Rehabilitation

i. The inclusion of persons with disabilities in mainstream society is the major underlying principle of the CBR guideline. It indicates the overall development goals directing all the other efforts in CBR.


ii. Empowerment is a complementing principle aiming at building up the confidence of the people with disabilities to ask for and fully utilise the opportunities.


iii. Sustainability is included in the CBR Programmes, which is further backed by the Principles of Inclusion and Empowerment.


Keeping these principles in mind, the NGO members implement them in their performance.


1. Participation

The involved member involves both the men and women in planning and implementing the proposed activities. Also, persons with disabilities are involved. Everyone's active participation is necessary for planning, implementation, monitoring and evaluation.


2. Health

Normally, persons with disabilities face problems accessing health services. That is why the NGO staff take up these steps –

a. A health programme communication strategy to spread awareness about HIV infections, and video tutorials for deaf persons.

b. Setting up health care facilities where people on wheels chairs can get better treatment.

c. Health workers are hired for vaccinating the children, as well as the children with disabilities.


3. Education

The education module in the CBR guidelines provides much-needed information regarding the issues on early childhood care, primary and secondary education, higher education, non-formal education as well as lifelong education for children and adults with special needs. To include all the children to receive education, the NGO members take these steps –

a. Conducting medical checkups for students

b. Keeping space for the students to move freely if they are in wheelchairs.

c. Formulating development programmes to hold evening classes for the adults.


The education module of the CBR guideline guides the NGO executives to take up quick decisions and steps.


4. Social and Empowerment

As guided by the CBR guidelines, the staffs prepare the community development programmes related to persons with disabilities and promote them. They help the people to realize the value of personal assistance, family, relationships, recreation, culture and arts and in the process make friends. In this way, they are encouraged to understand what is empowerment, and how should they voice their opinions.


All the guidelines as included in the CBR are directed for grass root development for the people still in their backseats. The NGO staff take up to promote these activities to level up the marginalized people so they know how to voice their needs and ideas.
