Canada PR Visa application process by IRCC: Explained

Many Indians apply for Canada PR visa from India every year through Express Entry managed streams, Provincial Nominee Programs (PNPs) & other economic programs. They all work on a “candidate-applicant” system.


Meaning? Newcomers first have to submit a candidate profile to the IRCC & if they are eligible, they are sent an Invitation to Apply (ITA) for Canada PR. Once newcomers submit their application for PR after receiving an ITA, IRCC starts the processing. 


In case you have applied for Express Entry-managed streams, it majorly involves three steps: 


  • Submitting a candidate profile to the Express Entry pool

  • Receiving an Invitation to Apply (ITA)

  • Reply to the ITA with a complete permanent residence application within the 60-day time frame. 


Keep in mind that streams like family sponsorship may skip through the candidate process & move straight to application processing. 


Application Processing by IRCC


The way Immigration, Refugees and Citizenship Canada (IRCC) processes your applications for permanent residence can be broken down into the following steps:


STEP 1: Receiving the application 


A file is created in IRCC’s Global Case Management System (GCMS) after you accept your ITA and IRCC receives your application.


STEP 2: Verification of documents


In the next step, the immigration authorities evaluate all the documents you submitted with your application such as police certificate & proof of funds. More so, IRCC prepares documents for the next step, where they check the application’s eligibility. IRCC has the right to return the application if any documents are missing or incomplete.


While some permanent residence programs allow you to resubmit your PR application if it's found incomplete, Express Entry managed streams - FSTP, FSWP, and CEC, do not. In this case, your application will be rejected, fees will be refunded, and you will be required to restart the entire process. 


STEP 3: Eligibility assessment


In this step, IRCC evaluates your eligibility for Canada PR against the program you have applied for to ensure all criteria have been met. If it does not, they refuse the application, requiring you to restart the process.


STEP 4: Admissibility evaluation


It is required for IRCC to check if your application meets the admissibility criteria for Canada PR. This an additional step in the eligibility evaluation process wherein you must pass the security and criminality checks in order to be eligible to live & work in Canada. 


Not only this but you must also pass a medical exam to make sure you are in good health and do not put a strain on the medical system in Canada. In case you are found medically or criminally inadmissible, your application will be refused requiring you to start the application process again.


STEP 5: Interview (if required)


Once again, your application is reviewed for basic eligibility & admissibility requirements for PR. If IRCC requires an interview, you will be asked to come to their office & speak with an immigration officer. The questions they might ask involve information mentioned in the PR application, your or their family's identity, and any other concerns an officer may have about the application.


STEP 6: Success


If your application passes all the criteria set by IRCC & is successful, you will revive Confirmation of Permanent Residence (CoPR) - allowing you to move to Canada and live.
