I was also wondering this and I found out that it tells the website you are linking to that no one referred the person. Basically when someone clicks the link with those tags, the website that they landed on has no idea where the person came from. I think there's also a security thing too. From what I also read, it helps protect the person that clicked the link from being hacked or spyed on.

Main Difference between rel=”noreferrer” and rel=”nofollow”

I think it will Rel="noopener noreferrer" certainly affect SEO for people who are creating a lot of backlinks to rank their sites in Google SERPs. Since generally rel=”nofollow” tag is used by search engines to stop the link juices. Hence, the tag noreferrer confuses with nofollow.
