How can you tell if Traffic Exchange is actually bringing traffic to your website?

Use a tracker - there are a ton of them out there. If you're sending people to your own opt-in page, then you'll want to track your optins so you know which exchanges are giving you better results.

From what I've read, you need to get a lot of referrals and/or upgrade in the exchanges in order to see decent results.

if you install google analytic which is free, you can tell the number of visitors that has viewed you your website.

but the fact is that traffic exchange traffic isn't targeted traffic, as such it will hardly convert if you are selling some kind of product/services

Yes, traffic exchange actually bring traffic your website. It's just bring traffic but not sure conversions.

You can use analytics tool like Google Analytics for that.
It'll show the stats - from where and how much traffic is coming.
You can see from their charts - if any traffic is coming from the traffic exchange or not.
