Do you set yourself monthly advertising budget or do you just buy whenever you see a good value?

I set the budget, but many times it is beyond.

I have a monthly amount set for advertising however leave a little room outside of it in case I run across something new. While I think it's good to have a "budgeted" amount I want to be able to take advantage of new ideas if they present value and good ROI

I like to do both whenever I can. I have a set budget and it's designed on whatever I spend I need at least double back in return. I expect 4x's the value but will settle for double if not the budget is cut from that source. When it comes to special deals it either has to have a trial run of some kind or needs knock me off my feet with potential. I used to allow $200 a month for advertising. I did not feel it was effective enough for the $200. I then learned to write my own ads and place them on the internet. I use one source now that is $7.95 a month and I am getting ready to stop that and just write my own ads completely.
