Why is it hard to get a job in the construction industry for civil engineers?

Even after completing civil engineering, many people are jobless and it has become hard to get a job in this particular field, and getting a degree is not enough in itself, in the beginning, many line up with papers but not with skills. (Reason for unemployment in Civil engineering)

There are many skills for the different domains but when it comes to construction, technical skills are in demand, you can take the help of any job portal, and you will see all that is required there is technical skills. But why?
India is a great supplier of engineers and churns 1.5 million engineers every year, but only 20% of them get the jobs. Why is it so, a company always looks for the best so where do they lack?

3) Low decision-making skills – Civil engineers are supposed to balance multiple and frequently conflicting objectives such as determining the feasibility of a plan concerning financial cost and safety concerns. The competition is very high, and most people lack these skills, which could be because of low experience, lack of knowledge, being easily intimidated by others, or any other factor.
4) Poorly educated – India is a great supplier of engineers, but not the quality engineers, most of them come out of college with a degree, not knowledge but construction sites require your knowledge, skills, and confidence which are not taught in many colleges. Most of the colleges are there to give you a degree but do not add value to you, and you see no progress. A very small percentage of faculty are good who thinks about your future, the fact is unemployed students turn into faculty in many colleges with mediocre work experience, so you can’t something to someone that you don’t have.
5) Low leadership skills – Civil engineers take ultimate responsibility for the project that they manage and research before performing. Therefore, they must be able to lead planners, surveyors, construction managers, and civil engineering technicians.
6) Outdated syllabus– The syllabus is not up to date, and old patterns are being followed in the name of teaching. Students are paying lakhs for these old patterns. Which is very unjustified.
7) No focus on adding value and enhancing soft skills- In the entire course there are no efforts made to add value to the soft skills so many engineers find it hard when it comes to communicating with confidence which gives them a sense of inferiority. There are supposed to present reports and plans to people this requires the ability to speak clearly.
