It's not element of the gameplay experience of leveling up, the quest to discover the world.

"Challenge is a component of the equation," Birmingham continued. "The world is a dangerous place. There are challenging group quests all over the world, top quests that aren't possible to complete on your own, or will need to level up when you attempt to complete them on your own. These quests will push you to seek out someone who can help you or help you out level them before returning in the future, or quit them and move further. There is no requirement to complete each quest in every area. You are able to choose your own path across the globe.
