For the last two decades, India's growth story has had one recurring theme: that the pattern of economic growth is accentuating insecurities. Yet, there continues to be a deep divide over whether the gains from growth ought to be ploughed back to achieve social welfare for everyone. Social welfare projects in rural India has come to be linked to job benefits, tying it to one's status as a worker in the formal or the informal economy when, fundamentally, it originates from the notion of ensuring everyone’s protection against vulnerability and deprivation.

Several changes have been witnessed over the years in the rural development of India its emphasis, approaches, strategies and programmes. It has assumed a new dimension and perspectives consequently. Only through the participation of clienteles of development, that rural development can be richer and more meaningful. Just as implementation is the touchstone for planning, people's participation is the centerpiece of rural development. People's participation is one of the foremost per-requisites of development process both from procedural and philosophical perspectives. For the development planners and administrators, it is important to solicit the participation of different groups of rural people, to make the plans participatory.

The main objectives of the rural India welfare projects is to improve rural people's livelihoods in an equitable and sustainable manner, both socially and environmentally, through better access to assets (natural, physical, human, technological and social capital), and services, and control over productive capital (in its financial or economic and political forms) that enable them to improve their livelihoods on a sustainable and equitable basis.

Through the creation of basic social and economic infrastructure, provision of training to rural unemployed youth, rural development programmes aimed at the elimination of poverty and unemployment. Providing employment to marginal farmers/labourers to discourage seasonal and permanent migration to urban areas are also the other motives behind these programmes. To achieve this is only possible by means of education. Therefore, it is necessary for developing the mode of education in the country, because only a certain level of literacy will not help.

Educational development in rural India is in a high-rise with the time passing out after Independence. However, there are still some extreme regions with lack of proper education. Developing India requires the provision of quality education to people all over the nation so that they can develop skills and understand how to implement them in the best way to achieve a mutual benefit for themselves as well as the country. Welfare projects in rural India can take place only because of the educational development.
