The development of LCDs during the 20th century was the result of research by physicists, chemists, and engineers working in Europe and the USA. The damage to the original LCD panel is caused by heat, age and vibrations making the output worse over time, especially in hot weather. Do not trust any cheap guides on how to fix this problem (additional padding under LCD or heating with heat gun/hair dryer). The only way to permanently restore the missing lines/pixels is to replace the entire LCD panel.

There is a same TAB IC driver as OE. You need to clean the PIN from PCB side first before soldering. Recommend soldering skills. It is quite necessary to have a normal soldering machine as well as very patient skills.
