Machine Learning which is a subset of Artificial Intelligence requires skills related to subjects like Mathematics, Statistics, Computer Science, Domain understanding and to some extent expertise on atleast one set of tool. Experts are considered to be someone with a great deal of knowledge or skill in a particular area.

I would rather not limit my answer by being very specific and setting a fixed timeline for becoming an expert. I would list down some important points which would help the readers estimate the time required to master it. Becoming an expert in any particular field requires considerable investment of time and perseverance.
