How MJSA Is Helping Rajasthan Achieve Better Water Sustainability
Mukhyamantri Jal Swavlamban Abhiyan or MJSA is an ambitious campaign by Government of Rajasthan led by Chief Minister Vasundhara Raje which is aiming towards making the state of Rajasthan sustainable in water by conserving and harvesting rainwater. It envisions increasing irrigation area of Rajasthan and bringing self-reliance in drinking water by adopting water budgeting through community participation in villages.
Addressing a workshop on the campaign, Ms. Raje said the government alone cannot make this campaign successful. Being one of the best Vasundhara Raje Initiatives, the programme focuses towards participation from corporate houses, NGOs, religious communities, non-resident villagers, and the village locals through their kind, CSR initiatives in cash and labour for water harvesting in Rajasthan’s rural areas. This included various activities like watershed development, donation etc.
Chief Minister also led stress on the four waters concept in Rajasthan to be used. The methodology of the Four Waters concept revolves around the harvesting of available runoff by catchment treatment, utilization of available water harvesting structures in rural areas, renovation of the water-harvesting structures which have become non-functional and a creation of new water harvesting structures. Water budgeting is another concept which is being utilized under MJSA campaign. In this concept, determination of usage of water and a budget of water will be decided to over the usage patterns. This was introduced in the regions with Gram Sabhas to effectively implement the action plan for saving the resources.
Rainwater Harvesting
One other important way which is being used is Rainwater Harvesting. With the level of groundwater is depleting and climate being not constant, Rooftop rainwater harvesting is the most preferred technique for domestic consumption. It can be done easily, doesn’t cost much and is applicable to be used with minimum knowledge or level of expertise or in more sophisticated systems at large-scale. This harvesting method helps its users secure their water supply, reduce their dependency on the other means of stored water, like borewell, pipe or tanker and minimize the impact of monsoon flooding. Project on Water harvesting like rainwater harvesting has emerged as a viable option.
Four Waters Concept
Depleting water table levels, year after year is common phenomenon observed in all drought-prone areas. This leads to increase of digging of bore wells which result in lowering of water table. The appropriate response in this situation would be adequate recharge works, not increasing the number wells or drilling deeper. This aspect is considered in the Four Waters Concept. Cost effective works have been introduced in the concept. The advantages of this technology are that with the same cost, it is possible to increase the benefits and increase the recharge to ground water more than earlier.
All these add up to a development of better circumstances of water sustainability in Rajasthan and promises for a better tomorrow. Comprehensive control and management of groundwater, surface water, soil moisture, and rain would be needed for increasing agricultural production and making safe drinking water available in Rajasthan. She termed rainwater, surface water, underground water and moisture in the soil as four kinds of water conceptualized in the theme of this project. CM Raje said that these techniques of water conservation and management have been proven useful in many scenarios previously and attempts have been made in this sector, not only limited to the India but can be seen within other parts of the world.
Reporting of the Progress
Rainwater Harvesting Project Report would assess the progress after being run for few months. CM Raje firmly believes that in order to make this campaign a success, participation of common people, representatives, business institutions, and different sectors of people, from common people to big business man. Also, social organizations should be ensured. Residents should be instructed in the best way to utilize water wisely.
This is one mission which has proven its worth to make Rajasthan a drought-free state. It is helping people not only understand the importance which comes in the utilization of water sources but also how to harvest and conserve it for future use. Conserved Water means cities and states can finally plan to have use of water more efficiently and save for future as well. If most of an area's clean water is wasted, there won’t be anything left to use for upcoming generations, meaning the state will need to come up with new ways to produce clean and fresh water. Rajasthan is on the path to be sustainable enough to be not labelled as the driest state with the successful implementation of MJSA campaign and it might also give ideas to other states in suffering.
