The inner rod carries a sheer curtain and the outer rod has a more decorative curtain. If you close only the sheer part of the curtain, then not only you will be able to maintain privacy, but you will also allow light into the room. They also give a taller feel to the ceiling and hence are ideal for bedrooms and living rooms.

It is a small-sized fabric which is put on the top of a window. It has only decorative purposes and has no usage for blocking light and ensuring privacy. A valance is mainly used in kitchen windows and on the top of curtain panels.
