This manual also serves as a guide to home care personnel who are responsible for the care of patients who are admitted or discharged from the facility. It ensures that these professionals are following best practices throughout the State and keeping documentation regarding the care provided on a daily basis.

The home care policy and procedure manual for California is designed to be used in the context of personal home care where the patient has his/her own room or unit. It does not cover the provision of service by agencies outside the individual's home. However, it does cover matters such as maintaining accurate records that show the progress of the patient and the actions needed to be taken if the patient still falls short of the requirements required under the law. For instance, the manual states that agencies providing home care services should inform the family members of the patient that he/she will be receiving services from an out-of-network physician. The purpose of this provision is to prevent family members from being tempted to obtain services from an unapproved physician out of fear that they will not receive adequate care. According to the Home Care Policy and Procedure Manual, a written notice should be provided to the patient that a referral for further medical attention must be made if the patient's primary physician is not available or does not provide the services the patient needs.
