Government and States are suppose to help their citizens right?

I don't know exact what commonwealth is and I definitely don't understand how those states-at least Virginia runs the state. What I do know is that I don't believe it is the best state for you unless you have connections and are well off. Why would you have government agencies that does nothing for the citizens except refer them to churches and non-profit organizations. Are you not accepting any government funding? Why would anybody live in a state they have worked years in and not see any immediate results with shelters or housing, food, and other matters that we need to survive? If they have a government agency, believe me that means they are receiving government funding. They are putting their citizens off on people that are not being regulated like other government agencies. It's not right and it just doesn't make any sense for the citizens living in the state and potential citizens wanting to live in the state. It also means that corporation and business are determining what they should give back and not facing any consequences. Interesting way to run a state by driving your citizens away when they have a crisis in their lives.
