e3 flasherを利用し完璧にps3 4.46 ダウングレードできますがまだ私は実物を手にありませんから具体的な操作をできません。
しかし、ps3 4.41 ダウングレード記事を参考してください。操作方法大体同じです。
一緒にps3の改造をしてください。

ダウングレード操作手順：
1.「Rogero Downgrader」ダウンロード

2.ダウンロードしたファイル解凍
3.「3.55 Rogero Downgrader RSOD.PUP」を「PS3UPDAT.PUP」へリネーム
3.55 Rogero Downgrader RSOD.PUP → PS3UPDAT.PUP
4.「PS3UPDAT.PUP」をUSBフラッシュメモリ上へ移動
5.USBフラッシュメモリをPlayStation3に接続
6,PS3のXMBより【システムアップデート】選択
7,【記憶メディアからアップデート】選択
8,【OK】選択
9， アップデートデータのコピーが開始！待ってね
10,アップデートデータのチェックが開始
11,インストールが開始
12,インストール完了後、自動的にPlayStation3が再起動
13,「CFW 3.55-Rogero Ver3.7」をダウンロード

15,「PS3UPDAT.PUP」をUSBフラッシュメモリ上へ移動

17,【記憶メディアからアップデート】選択
18,【OK】選択
19,アップデートデータのコピーが開始
20、アップデートデータのチェックが開始、少し待ってね
21.インストールが開始
22.インストール完了後、自動的にPlayStation3が再起動
23.ダウングレード完了PlayStation3 for custom firmware " CFW 4.46-ARCH Ver1.00 " release .

can not be a specific operation can ps3 4.46 downgrade to perfection by utilizing the e3 flasher but since there are no hand in the real thing I still .
However , please refer to the ps3 4.41 downgrade article . This is the same method of operation roughly .
Please do remodeling of ps3 together .

Downgrade operation procedure :
1 . " Rogero Downgrader " Download

File decompression for 2 . Downloads
3 . Rename to " PS3UPDAT.PUP " and " 3.55 Rogero Downgrader RSOD.PUP "
3.55 Rogero Downgrader RSOD.PUP → PS3UPDAT.PUP
Move to USB flash memory 4 . " PS3UPDAT.PUP "
Connected to the PlayStation3 5.USB flash memory
From the XMB of 6, PS3 [ System Update ] selection
7 , select the [Update ] from the storage media
8 , [ OK ] selection
9 , a copy of the update data is start ! I wait
10 , check for updates data start
11 , the installation is started
12 , after installation is complete , PlayStation3 restart automatically
Download 13 , the " CFW 3.55-Rogero Ver3.7 "

Foil thawing 14 , was downloaded
15 , move to USB flash memory on the " PS3UPDAT.PUP "
From the XMB of 16, PS3 [ System Update ] selection
17 , select the [Update ] from the storage media
18 , [ OK ] selection
19 , a copy of the update data start
20 , check for updates data starts, I wait a little
21 . Installation start
22 . After the installation is complete , PlayStation3 restart automatically
23 . Downgrade completion
