BIS Certification For Toys

In India, the Bureau of Indian Standards (BIS) offers BIS certification, and since 1947, the National Standards Body has successfully promoted and encouraged the movement of standards within the country. BIS came into being in 1987 by an Act of Parliament. BIS is involved in various activities, such as specification manufacture, quality certification, hallmarking, testing and configuration.

Toy security was brought under the mandatory BIS certification for Toys with effect from 01/09/2020 pursuant to the Toys (Quality Control) Order issued in 2020 by DPIIT, Ministry of Commerce and Industry. BIS has begun the licensing process for the issuance of licenses in accordance with the above-mentioned order. Manufacturers of toys for use under Scheme I of Schedule II of the BIS Norm Label Regulations for the BIS (Conformity Assessment), 2018.

DPIIT, through the Toys (Quality Control) Second Amendment Order, 2020 issued on 11 Dec 2020 has inserted the following proviso in the Order.

Manufacturers may select one of the above-mentioned primary standards at the time of applying for a license, based on the type of toy for which the license is requested. If more than one type of toy needs a license, different applications for each type will have to be produced by the manufacturer. (The samples will be reviewed for compliance with the primary norm, as per the note, by BIS authorities)

PROCESS FOR APPLYING BIS CERTIFICATE:

·         Fill-up the  BIS application form along with the necessary documentation

·         Nominate Authorization Indian Representative (AIR) using the Nomination Form.

·         Ensure the application is complete.

·         Submit duly filled-in and complete application along with requisites fees, document and Nomination form of AIR at FMCD, BIS headquarters, New Delhi

·         Test Report should be certified from the authority of BIS.

Note: Applicants are advice to check the commonly observed deficiencies (product details, sampling, size, type, machinery, equipment, layout, test report) in applications before submission of applicant.

The applicant will be the responsible for delay in grant of license in case of submission of incomplete application, delay in response to queries raised , if any payment of dues ,etc.
