In 2025, Rosfinmonitoring plans to create a register of “suspicious” cryptocurrency wallets of Russians, including “address-identifiers of digital currencies”. The information will come from banks, the Federal Tax Service, the Interior Ministry, special services and foreign partners.
The register will become part of Rosfinmonitoring's “Digital Ecosystem” with the aim of combating money laundering and terrorist financing. The tool is based on neural network algorithms that will identify complex chains of transactions, determine suspicious activity and predict new money laundering schemes.
The database will include addresses not only of those who make transactions on authorized exchanges and transfer funds to undesirable or extremist organizations, but also owners of anonymous wallets. Special attention will be paid to the wallets of non-profit organizations and foreign media agents.
