They are not putting all IP addresses from a country on blacklists, they are putting spammers and scammers IP Addresses on the blacklist. Too many PTC Sites are scams that is why PTC sites end up on blacklists.

Sometime If some one from your country make spam probably they put all IP adress from your country in blacklist. This often happened in PTC site.

I hate to say it but if you are turning up on blacklists there is a reason for it. Most people are ending up on it because of spam.
