Blogs can be posted as often as you want. It is listed on your personal profile, this means that other users normally see if only if they are at your profile page. In the future we plan to add a section that will list the most popular blogs/articles.
Network Bulletins are one of the most effective ways to get the word out to everyone in your network. Once you post a bulletin, the message is broadcasted to everyone in your network via apsense website AND notifications are sent via Apsense Express(Desktop Tool).
The main difference is Bulletins are deliveried to your network where as blogs are listed on your person page(s).
