I have the same experience with not getting a response from welcome messages. Even when I only suggest they add their IDs to the programs in the downline builder, and invite them to go to the conferences, I got no response.
I think when you try to explain even a little about the program, they just get overwhelmed and do nothing.

I got the best response by not giving them any information in my welcome message. I just told them I was Business Development Specialist with the program and asked them to call me or send me their number, and I would give them a free consultation on how to get the most from the program.

If you get even a small percentage of response from that, at least you get a chance to know them, build trust, and guide them through benefits.
