It's interesting that you just happened to post this as I just finished a short course on how to do this type of marketing. I like that you said, "expert level of knowledge OR social influence". That is SO true, you do not need to be an expert to influence people.
You also don't need to be a celebrity to be an influencer. Ideally you would have a passion or high level of interest in a subject. Then, through your own self-study and self-promotion, you can always be perceived as an expert simply because you know a little more than your followers.
Don't ever lie about your credentials. If you're working in a highly specialized/regulated field, like heath and finance for example, always include a disclaimer that people should seek professional assistance and that you are just providing 'general knowledge' in your content.
