In my area there are many who panhandle at intersections and the freeway entrances.  I use to give to some on a regular basis.  Then they interviewed a few on the news and they are happy-bringing in $150 plus daily.  They are homeless.  I make less than $100 a day working, have a home, etc. 

Unless they are using drugs or are alcoholics, with $4,500 a month income they should be able to find a place to rent.
