Windows XP,Win 2003,Vista & Vienna reserves 20% of Bandwidth. For users having slow connections this
is hug loss ,but if you are using Windows XP Pro,2003,Vista (I do
Think anyone has got copy of Vienna Milestone edition) can set this
reserved bandwidth to zero. But For users having Windows XP prior to
Windows XP professionals Nothing Can be done(Am not sure ,Those Users
can try Tuneup utilities Software and Try if its possible to set
reserved bandwidth to zero).

Please Follow Procedure below to set reserved bandwidth to zero

1 - Log into an user account with Administrator access(or use default Administrator account)

2 - Go to Start click on  Run (or hit Win Key+ R) and type in gpedit.msc to run the Group Policy editor.

3 - Under computer configuration, double Click on Administrative
Templates, now it will slide open, below you will find Network(or even
lift you will find network),now again click on Network you will find
QoS Packet Scheduler, again click on that

4 - You will see an entry called Limit reservable bandwidth.
Double click on it. By default it will be selected to Not Configured, click on ENABLE and below you will find Bandwidth Limit (%):

5 - Just click on that box and  type 0 or  click on the decrease button

6 - When you are done, click ok.

Disabling or lowering the reserved percentage to much can cause
problems with applications that rely on it. For example, with streaming
media or VoIP applications.

So proceed if you dont need these kinda applications.

If possible reboot your system and Now You might Notice Increase in bandwidth.
