Clearly any CPI type campaign (including CPM) is only going to be as good as the targeting being delivered,

As far as, is it a good method for building back links... the answer is no. The back links built from such a campaign disappear as soon as you stop paying.

To conclude - it is good to have/attract visitors to website which will result of increasing number of visitors for that period of time.

If and I stress IF you can find a high targeted source for CPM then it IS a good method of traffic.For example if you are selling toys for children and reach out to the people at toys.com for a CPM campaign - that campaign will be so incredibly targeted that the cost may be worth it. Most QUALITY CPM campaigns are NOT cheap. The cost is generally a LOT more than a $0.01 per click (which averages to $10 CPM). The cost of a good quality CPM can rangle from $100 CPM to $10000 CPM depending on the targeting.
