Most if not all TE's are incentivized, non targeted traffic.
An ideal way would be to use a splash page with a call to action button.
Only folks interested in your message will even consider clicking the button.
The call to action button should always go to a capture page(squeeze) with a retargeting pixel.
The retargeting pixel will build you a custom audience regardless of whether they opt-in or not.
Now your audience is somewhat more targeted due to the fact they had an
interest and took an initiative to take action (without being
incentivized).
You can now do some targeted advertising to your audience who were
interested in your message sending them back to your landing or bridge
page.
Of course you could always get lucky and they opt-in right away.

Retargeting gives you a second chance to make a first impression.
Target people that have already visited your website with custom ad campaigns designed to bring them back.
